The problem with not being willing to accept any collateral damage is that your enemy will recognize the policy and adapt to it by deploying themselves in such a way that any attacks against them cause more and more collateral damage (at least enemies who have no moral scruples against using human shield will do so). Eventually you either drop the policy, or you just hand victory over to the opponent.
