Global usage declined during the 73-74 oil crises (granted an anomalous event..) and in the early 80s from a combination of heightened conservation and global recession.

Granted China and India continue to ramp up and bring a mere 2.4 billion people into the middle class. (With China increasing it's import of oil so far this year by 18%)

Mexican production is supposedly up this year albeit by a very small fraction. (I'll try to find the link..) Although I don't see them adding any production next year and likely will see a decline.

Is Opec dropping production to shore up pricing or because they are maxed out..? They are already above their quota. I would say Saudi Arabia is a big question mark. Libya and Algeria supposedly are in the position to increase production. The Sudan also but we aren't getting much data from there.
