oh feck Milton Friedman was of the opinion that the only way to do a guaranteed annual income and make it work was to couple it with a negative income tax. Under the idea everyone got the guaranteed annual income, and all other income was taxed. but in order to stop an underground economy, any money you spent on wages came off your income. thus your housekeeper or groundskeeper's wages came off your wages. he actually set up a trial community for a while and found that more women made more money than on welfare. I took it in first year economics I think, but it might have been second year.
