The actual idea predated both of them. I'm OVERJOYED to see you advocating such a socialist idea, Itchy! Maybe Canada has just gotten you so used to the government dole that you think it's somehow a conservative notion, but down here, giving ANY kind of help to the poor is regarded as "socialist", Certainly NOW, if not in 1962.
