The only time it ever got close to being impemented was on George McGovern's DEMOCRATIC party plank! en.wikipedia.org "..members of the American Democratic Party wrote a proposal for a GMI (guaranteed minimum income) into their official platform. However, that particular plank, along with numerous others, was removed following the landslide defeat of Senator George McGovern, the party's candidate in that year's presidential election." Socialist aren't for inefficient socialism Itchy! I'm WARMED to see you embrace such a big hearted, socialistic idea! Milton Friedman embraced it at a time when it seemed like welfare would be forever here in the US, but it's GONE down here now.
