Right, so why Muslim attack Americans and the IRA didn't ?

Well I suppose because the IRA had a readily identifiable enemy close at hand, and because there is not the disconnect between Catholics and the US. There is also the little problem that US policy was different. Islam sees Christianity and Democracy as it's enemy, partly because of it's belief in thinking for oneself and divorcing church from state. It is hard to sell sharia law to people who are used to our more gentle system, and the west does not see Islam as superior to the democratic system. Since Islam sees itself as a perfect system, the west is simply to be conquered.

Iraqi insurgent leader arrested (headed one of the largest terror organizations in Iraq)

Iraq says it has captured a leader of insurgent group, Ansar al-Sunna, along with two of his aides.

The arrest of Muntasir al-Jibouri was made in the town of Muqdadiya, about 80 km (50 miles) northeast of Baghdad, in the troubled province of Diyala.

Ansar al-Sunna is one of the largest militant groups in Iraq, and is close allies with al Qaeda.

They have claimed responsibility for numerous suicide attacks including car bombings as well as beheadings of Shi'ite and Kurdish hostages.
