Clinton was taped while delivering a speech somewhere in NY within a yr or two after Sept 11. During the speech former Pres Clinton stated that in 1996 the Sudanese gov had OBL in custody, they wanted to renew diplomatic ties with the U.S. So, they contacted Clinton and offered to transfer OBL to US custody. Clinton told the audience that he felt there was not enough incriminating evidence against OBL at the time, that's why he refused the offer. He added that he begged the Saudis to take OBL into custody however they refused as well saying he was too hot to handle. The Taliban offered to give OBL asylum in Afghanistan and the rest is history. The episode highlights the core difference between liberals and conservatives when it comes to protecting Americans from their enemies.
Democrats are overly influenced by radically liberal groups like the ACLU and therefore frame everything within a "legal" context; while Republicans are more practical and are willing to make difficult decisions in order to protect Americans from their enemies even though it might result in technical difficulties at some future time.
