In most states, the Secretary of State's office is responsible for running state-wide elections:

nass.org

I would guess that responsibility for local elections would fall under the control of local authorities.

That's a very interesting question. The states all have different ways of doing things. Jimmy Carter who has studied the way lots of countries couduct elections, says our system totally stinks.
In most states the folks in charge of elections are partisan..either elected Democrats or Republicans. It doesn't have to be that way. Elections could be run by non-partisan folks chosen by non-partisan panels. Many countries insist on this, wouldn't have it any other way.
In this state, the governor appoints board members when the existing terms run out. But the Secretary of State, an elected partisan is in charge of the overall process. Kinda like Ohio, kinda like Florida.
My personal opinion is, most of these elections folks are either too dumb or too lazy to deal with problems like Diebold. It is so easy to just throw taxpayers' money at it and let the contractors handle it... contractors like Diebold, who come thru the door with 'turnkey' solutions.
Another huge problem with partisan management of elections, is that most states make it very difficult for other parties, like the Libertarians or the Greens to even get on the ballot. Great way to run a Democracy, huh?
