His statements contain the usual element of deniability. He refers to himself, not the administration of the US govt under his leadership. There has been only one other person in that role since him; so I don't know who else specifically he could be comparing him self to except Bush. However, he also mentions all those who have criticism of him in this regard, so he is including all his critics. I think there is some truth in his complaint that partisan critics have criticised him for the efforts he made and for failure to catch OBL.
