Yes. But if Russia is in charge of making sure that Iran doesn't advance to Nuclear Weapons, with France another of Iran's supporters, then if Iran develops the weapons they are going to develop anyway, it makes Russia look like they allowed it. This way they are just selling a few weapons, to be seen as complicit in arming Iran, is a blot on their status in the world.
