The 8-6-01 warning clearly meant Bush needed to call the head of the FAA and have every airport and flight school in the country notified to be on red alwert. Gore or Clinton or Clarke would have done this. But Bush demoted Clarke to cyber security so there was no one in charge of counter-terrorism anymore. No one at the wheel except Bush who was asleep at it, or worse.
