I have posted this many times. 150 times perhaps? It doesn't matter how frequently you tell a lie. A lie doesn't become true by being repeated.

Clinton may have tried to kill Osama once - when he shot some missiles into Afghanistan. That makes one attempt.

had a crack team working 24/7 to twart Al Qaida.
Bush diabdned the whole operation.

As a matter of fact, he left Clinton's crack team in place till after 911. Richard Clarke was still our counter-terror czar on 911. Maybe you can legitimately criticize Bush for that - not immediately doing a lot more than the Clinton adm had been doing. Of course, the Democratic efforts to prevent him from getting his Cabinet and other nominations approved didn't help.

In fact, I'm disappointed Bush hasn't done more to clean up the Clinton mess. Tenet shouldn't have been retained. And there are still a lot of traitorous folks in the CIA and State Dept. trying to play politics with the nation's defense and foreign policy. I think Bush is too nice a guy.
