Bush-Rice are a disaster on international relations. Compared to former GOP presidents who have been quite good, including his own father. Part of the problem is that neocons hate the UN, Cheney hates all other countries except Khazakstan and is a total bully, Rice was a total novice when she got the job and is habitually dishonest, Powell was good but always undercut by Cheney's cabal and Bush himself is pretty clueless, having only been out of the US 3-4 times before he was president and having little or no curiosity about foreign affairs.
