No. The object of the identification is to prove you are either American, if that's what you are, or who you are if you aren't American, so that we can minimize the risk of letting you into the country.

Using an international driver's license tells us nothing we don't already know, which is that the person is not American, which is redundant and useless. It does not reliably tell us who the person is. We cannot assess the risk of letting him in any more than if he had no identification at all.
