Actually, in commercial demolitions, everything is wrapped with blast blankets to prevent the dust and debris from flying all over the place. If you run a search on the topic, you should be able to dig up some photos of what the typical site looks like once it's prepared. I think it goes without saying that such was not a major consideration on 9/11.
