I agree that --- tactically --- PRECIPITOUS action is generally a bad thing. :-) (But so is sticking blindly and stubbornly with a failing strategy out of hubris or inability to admit mistake, or failure of imagination....)

(I also agree with what Napoleon said: "If wishes were horse, then beggars would ride!" And, I agree that "if pigs could fly, then there would be bacon in the SKY!")

But that doesn't mean it's happening... (as support for that: the US Army is asking for higher troop levels and MUCH more money to sustain the effort they are currently tasked with into 2008... They are in a huge fight with Rummie over this matter).

I believe what that quote is saying is a TAUTOLOGY: if they perceive they have failed, then they have failed. Sounds reasonable to me! But that DOESN'T MEAN, or imply :-), that that is what's happening, or gonna happen. In fact, all available evidence (steadily climbing death tolls, steadily increasing cost, steadily rising recruitment to the various extremist and insurgent sides, etc.) would seem to indicate exactly the opposite.
