You have a worthy goal, Gem, but not much help on how to achieve it.

Things are are dangerously secret are "compartmentalized," that is, only given to a limited number of people. That narrows the search if something is compromised. Other classified things are only given to people with a background check to verify their ability to keep a secret, and with a so-called "need to know." That is, Army people aren't necessarily given access to the Navy's secret stuff.

Where it all goes out the window is when you start providing such information to politically motivated people, like congress critters and their staffers, or to run of the mill bureaucrats in various agencies. It doesn't take long and pretty soon every cab driver inside the beltway knows lots of "secrets."

You have the right idea, but that's like saying you want to stop the earth from turning.
