But you AGREE with me, Peter, that it would NOT require a 'Constitutional amendment' to make changes to Congress' retirement system (since the system was not established by the Constitution, and there is not ONE WORD in the Constitution that refers to one... and since it was originally established with a simple Act of Congress).
