Bush's WH are the ones who outed a CIA agent during war. And the ones who refused to send Army Rangers to the CIA at Tora Bora when they had OBL trapped. Cheney in particular is a big enemy of the CIA, in terms of its real job which is to give us objective realistic intel. Cheney pressured the CIA and Tenet to produce skewed intel, and basically lie to the world. Bush went along with that. As for torture, real CIA agents don't want to torture anyone. The fact is though that Bushies are already guilty of it, so Bush wanted a retroactive law to keep him from being charged with war crimes.
