That depends on what the meaning of "is" is, as regards what you or I might consider "torture"....As I recall, one of the issues the republican senators who rebelled wanted clarified was better explanations of what would be done in what circumstances....to narrow the definition a bit.

Depends on how you define the word, I'm sure, JL.

(Personally I believe that's it's a lot like the famous definition for 'pornography', you'll "know it when you see it!" As far as I'm concerned, simulating drowning, extreme prolonged cold or heat, weeks long denial of sleep, etc., *ALL* would be labeled 'torture' if they were being done to YOU! :-)

Of course, what the Shiite Security Forces in Iraq are famous for now: taking electric drills to people prior to killing them... *IS* certainly a much more, er... direct and obvious example of 'torture'.
