The neocons, in the famous formulation of one of their leaders, Irving Kristol, were "liberals mugged by reality." The neocons, like other fanatic groups, have circulated their own "creation myth". They got their main start in Carter's day when his program of alternative fuels threatened the growth of their oil empire. In Reagan's term they practiced the art making their own secret foriegn policy such as Iran COntra while keeping the intellectually challanged chief executive in the dark. This was a technique they perfected with the intellectaully way-way-challenged Bush Jr. TP
