That's often a good policy. The better team isn't playing to beat the spread. They just want the win. They tend to let up in garbage time, giving yards (and even points if they are well ahead) in exchange for time. Also the difference in talent level between even the best and worst pro teams, is only a small fraction of the mismatches you sometimes see in college teams.
