But the original posts only raised the issue of the CONGRESSIONAL RETIREMENT SYSTEM! (Not: 'congressional pay'.) And I have said THREE times now that it won't require ANY 'Constitutional amendment' to change the Congressional Retirement System (as you recommended) by rolling it into the Social Security System. All it will require is an Act of Congress (& the President's signature). Similarly... it DID NOT require an amendment to the Constitution to establish the Social Security System.
