Yes you (sorta) have. But the original posts only raised the issue of the CONGRESSIONAL RETIREMENT SYSTEM! (Not: 'congressional pay'.)

And I have said THREE times now that it *won't* require ANY 'Constitutional amendment' to change the Congressional Retirement System (as *you* recommended) by rolling it into the Social Security System.

All it will require is an Act of Congress (& the President's signature).

Similarly... it DID NOT require an amendment to the Constitution to establish the Social Security System.
