That article mixes numbers ...

There are 926,000 construction jobs in California, but only about 425,000 jobs in residential construction. The rest are in commercial construction: buildings, highways, etc.

So 100K jobs is a 24% reduction in the workforce. Not as much as you or I expect, but if housing stabilizes - 24% might be correct.
