if he can lock up ordinary citizens for any reason, it's a totalitarian state. how long till people start to be afraid to speak their minds? after all, if one says anything negative about the government, that could be construed as "combatant-like". so people may get nervous about what they say in public (or on the phone). it would be ironic if people start leaving America because they fear for their freedom.
