Sliding scale; 25 % above 2 mil, 50 % above 100 mill, 75% above 1 Bil, 90% > 100B. If the beneficiaries can't get along on 250 mil, or, in the case of the unfortunate poor ones, only 75 mil, they don't deserve to get anything. And, if society hadn't helped the recently dearly departed by developing the entire infrastructure, from educated workers to the road system to whatever, they wouldn't have that money in the first place. They are dead; they don't need it.
