The whole notion of the PPT is completely unproven, and as far as I can tell, activities to directly influence the stock market by buying securities would be completely illegal.

The Fed does, however, have a powerful tool that it never used once during the period 1995-2001 (or to the present, either) than that is raising margin requirements for borrowing on stocks. Greenspan jawboned (for about 24 hours) about irrational exuberance but never did a thing to hold it down by raising margin requirements.

Good god For a moment I thought you heard me on George Noory Coast to coast last night. I was asked the same thing and gave the same response. It was a blast BTW.

In that chart I see 4-5 places of inverse correlation if I am reading correctly. So I think it could be random noise, or slight bias, certainly not proof of anything.
