The federal government didn't write nice fat checks to the account of the mayor of NO or the governor of LA, and they can't write nice fat checks to the citizens, either.

The money goes down earmarked for special accounts. That means, in order, meetings between leaders and planners, drafting plans, writing proposals, getting approval, and then getting a check, and putting the plan into action.

80% of the city was flooded. Can't be made new overnight. It's happening. But we don't have to put off fixing Iraq in order to fix New Orleans. We have the third largest population in the world, and the largest GDP. We can do a lot.

BTW, I just got an invitation to a funeral of a guy who died the week after the flood. The family finally got the house in shape to have visitors.
