There was a strong feeling among many republicans that things needed to be fiscally sound, particularly when they first took over. Democrats in congress didn't push spending control, or balanced budgets as hard (often not at all), even if Democrats elsewhere might have. Republicans in congress didn't maintain the attitude for all that long. I guess the institutional culture of congress and the general nature of the special interest problem, makes maintaining such control very difficult.
