The other thing Roosevelt did that had a kinship to fascism was to govern as a "strong man." People believed that the only way to get out of the Great Depression was to have a "strong man" who would impose order by the strength of his will.

But there were far more fascist political organizations in the US during the Great Depression, such as Pelley's Silver Shirts, and the KKK.

Not to mention the Black Shirts in England, and the Green Shirts in France.

It was an idea of the time. Which has, sadly, come again.
