It applies to believers, It's a specific statement to believers, written to believers at Colosse. ("If you, as believers)....

Under your theory of all being ultimately reconciled to Jesus how is it possible that the Colossians could be excluded? if all will be reconciled, why not go for the gusto? Eat drink and be merry. Kill, maim and butcher. Let's all be Hitlers and whoremongers.

I've heard that argument for the past 7 years. Let me ask you this. If you do something wrong and it hurts a loved one but they forgive you, would that give you license to keep doing it? No, you don't want to continue hurting someone you love. What does Paul say about grace? Does it gives us license to keep sinning? Should we keep sinning more so grace could continue to increase? No! he says.

Of course, the Colossian believers (or any believers) who did not remain in the faith could be excluded from living and reigning with Christ during the remainder of the ages. Let's not forget, all ages will end. 1 Corinthians 10:11 and Hebrews 9:26. Christ's reign will end also when He defeats the last enemy. 1 Cor 15:22-28.
