I believe you can donate as much as you want over your federal tax liability and can specify where you want it applied. I have seen a form for this.

Bottom line proves the US Treasury has collected more tax revenue as a result of Bush's tax cuts. Look it up. Tax cuts trigger increased consumer spending which generates stronger production demand and renewed job creation. That's why the stock market has reached Year 2000 levels.
