You have watchdogs when you actually have an opposition that controls something. Right now, you have the GOP controlling everything. The only watchdogs left are the media and I'm not talking about Fox ... This is a very dangerous situation when you have one party controlling everything. It will and it has already led to abuses. Why do you think that Washington is so polarised, right now? GOP right-wingers are getting more and more convinced that they don't need to compromise with Democrats.
