Not exactly, even though it may sound like it meets the definition.

First, the emeritus title is not granted automatically to all former professors. There is some process to grant the title the the professor must initiate, the faculty must second it and vote for it, and the administration must concur. This would be similar to a normal promotion process.

Second, as for President Emeritus, they usually don't even refer to presidents as "Former President" when addressing them, but rather simply as "President Clinton" or "President Ford".
