EXACTLY RIGHT! It is the only way to keep individual taxes from being commingled with wages so they may be properly accounted for.

Eliminate Corporate income Tax and replace with a 2% tax on gross business receipts will increase revenue to the IRS and the total individual (withheld) FIT & FICA taxes will go to the IRS.

By doing this the gross FICA taxes reported to the Social Security Administration will be the SAME as the cash collected by the IRS. This will produce a cash-flow SURPLUS to Social Security that is NOW in deficit.

If this is done, the next step would be a requirement that the newly created Trust Fund SURPLUS be invested in the private sector instead of government spending the cash for other purposes and putting IOUs in the Trust Funds.

The expense of tax compliance in the current system would be significantly reduced by a simple excise tax on sales. The same rate could be applied to imports to level the playing field between American workers and foreigners.
