I think the meeting of principal's was ordered by a judge in a California District Court ... and the staff lawyer's recommendation was made to an administrative law judge (ALJ) of the ITC.

That's my understanding, too, except I would add that the ALJ saw the issues as being more complex than his staff attorney did and extended the time for the decision from August to October so that he could consider additional arguments. He did not adopt his staff attorney's position, contrary to the assertions made here that this takes place in an almost automatic manner.
