unless Trimble has assigned their patents to Nokia (they did not), then Trimble would be the one to declare to ETSI.

from what I've seen, Q has been pretty dominant in GPS activity within ETSI, patents and standards.

Trimble may give them some flexibility in working around functional aspects of some Q/Snaptrack patents, but not all by any degree.
