Would you kindly explain that logic? ANY government tax and spending does harm? There is harm even with a net benefit?

But any government taxes or borrowing (and thus indirectly and government spending) does harm. In some case the spending is beneficial enough to do more benefit than the harm, but the harm is still real, even where there is a net benefit.
