So, moving the money away from the realm of a personal decision to a political decision is what, in fact, causes the harm?

If that's the case it would appear that the basis for your opinion is more ideological than economic.

A functioning society requires common efforts, shared goals and a financing system to achieve the goals. It takes money to pick up trash, for example. One can't say that "I choose not to pay to have my trash picked up, I will bury it in my back yard." We rely on the political system to achieve common goals, from picking up the trash to prevention of epidemics to the initial research that led to the internet.

That such expenditures are paid from taxes levied by the political system doesn't mean they are harmful. One could make the case that failure of society to recognize certain needs and finance them would, in fact, be more harmful.
