The banks are telling the admin that they probably won't be able to enforce it.

Not in 'nine months'... maybe not even in nine years.

(PS --- one of the common ways around it, I hear --- how can they stop someone from depositing money in a foreign bank, say England or the Channel Islands or something... or B.V.I., etc., then having a credit card issued tied to that account? I believe that a non-US mailing address may be required for the credit card [correct me if I'm wrong], but that could be a post office box in Canada or something.)

Just what we DESERVE for letting slimy politicians force bills through --- TWO MINUTES BEFORE ADJOURNMENT and, WITHOUT ANYONE BEING ALLOWED TO READ IT FIRST.
