I never heard that in southern Africa, about sexual play among youngsters. There is a lot of tolerated promiscuity among adults (which made AIDS explode), and rape of young women is a huge problem in South Africa today. In Lesotho, young teen girls could be found on the same street corners every night, all year round. If you stopped at a stop sign a fraction too long, they would take it as a sign of interest and literally chase you down the street on foot sometimes.
