Condi Rice branded herself as a clueless loser when, as National Security adviser to the President, she complained at the 9/11 Commision hearings that the PBD titled "bin Laden Determined to Attack in the US" didn't alert her because it contained no specifics.

AQ had not provided the intelligence services with their schedule, so Rice saw no need to take any action or attempt to obtain more information.
