pompsander,re:"perhaps Foley should not have resigned". Well, Foley is the kind of prospect the 'master organization' loved. Has a dirty little secret, probably can/will do anything as told. When the times comes, leak it out and let go of it. Wonder what the 'master' is looking for from Bush. It's a natural process, born, grown, get old, get sick, die. Politic/gov. can't escape from this life-cycle. Signs everywhere the decay of a great nation. Only history will tell what stage this period is in. It's platau/peak so to speak. There is no better qualification than Bush to take this dirty job.
