I routinely enter orders between the existing Bid and Ask when buying or selling options. Often, the Bid and Ask at CBOE remain at the original positions for extended periods, with trades executing above (if I was selling) or below (if I was buying) my unrepresented offer. Even if I direct my order to the CBOE, I often see no change.

Does anyone know what brokerages participate in the above referenced "enables brokers to represent customer orders".
