According to the article the SPR might have been taped before. However, the decision not to fill it even during the shoulder season might very well have come at a later stage and coincided with the BP announcement. I was just amused to reread this from the 2000 election from the link in my prior post: transcripts.cnn.com "... The Strategic Reserve is an insurance policy meant for a sudden disruption of our energy supply or for war. Strategic Reserve should not be used as an attempt to drive down oil prices right before an election. It should not be used for short-term political gain at the cost of long-term national security. ..."
