There isn't one. Adolescents are close enough to adults that it isn't all that perverse. What causes the problem is that in many cases the adult is in some position of authority over the adolescent.

The term "pedophile" should only be used in connection to pre-adolescents.

The kids were 16 or older at the time. The ethics stink on ice, and there is the little factor of Foley violating the very legislation that he co-wrote. But these incidents don't make Foley a pedophile. He likely isn't one, there is a big difference between going for teens and going for pre-teens.

The problem here is that the leadership knew almost a year ago that Foley was sending emails to ex-pages. The parents of one tried to complain, but they were persuaded that the problem was being taken care of. Not only was the problem not being taken care of, Foley was being encouraged to run for election again, although he was thinking of not doing it.
