That's what the Israelis do. The day after they discover who the bomber was, they send the bulldozers down to the family's house and demolish it. Once word got around, suicide attacks slowed down.

They think it is godly and noble and heroic and estimable. They are purifying the planet and making way for the ultimate victory of "good". It is "martyrdom", not suicide. When people are indoctrinated to such extreme levels of mindless pap, it is difficult to use rational rewards or punishments as influence. I say difficult--not necessarily without impression. The word "think" in the first paragraph is of course being used in an abbreviated sense. When you act on behalf of a "god" who detests all of humanity except for a certain culture/religion...you don't "think". The choice to be mindless is the last choice mindless people make in their lives...
