So if a member of the House of Representatives has knowledge of ongoing child predation, they need to report it, right?

My initial reaction was no. Not without some special relationship, such as parent/child or fiduciary relationship, that would impose a higher duty to report.

That said, take a look at what the US Code has to say about misprison:

§ 4. Misprision of felony

Whoever, having knowledge of the actual commission of a felony cognizable by a court of the United States, conceals and does not as soon as possible make known the same to some judge or other person in civil or military authority under the United States, shall be fined under this title or imprisoned not more than three years, or both.

It appears that the feds do charge under this statute.
