Actually, it was what they conservatively thought was needed to justify both the mine and refinery, since Skorpion in Namibia has the only refinery for zinc oxide in the world. It also was when zinc was under 50 cents/pound (now $1.53).

One thing that hasn't been mentioned with MMGG is the refinery will be a separate profit center, with the potential to process ore from other zinc oxide mines in the future. They'd have the only zinc oxide refinery in the Western hemisphere.
