like the difference in how bad America's 5% unemployment is compared to Europe's double digit unemployment? Whether you want to believe it or not, the way the unemployment rate is measured differently by the US vs EU and the varying levels of unemployment impacts each nation differently. The 10% rate of unemployment Germany experienced a while back would have devastated the US. We would have seen a huge increase in the homeless whereas in Germany, it mostly meant it was difficult to get a job.
